Webb County changed its procedures to further involve local companies in upcoming projects with Laredo, Webb

Webb County leaders questioned this week if it would be possible to better facilitate opportunities for local companies to bid on county projects and find ways to involve the community in the projects.

The question was brought up after commissioners approved of a top ranking and proposal from a national company for a project with the Webb County Sheriff’s Office.

Smart Communications Holding Inc. was ranked as the No. 1 bid for the Sheriff’s Office inmate phone system. This includes the county’s jail system having an adequate means of communication for the incarcerated to be able to call their families.


Smart Communications Holding Inc. was the top option out of five companies – all of which were nationally based.

Commissioner John Galo questioned if local companies had been notified of the Request for Proposal, to which county staff responded that they were.

Cesar Guerra of the County Purchasing Department said the process is open to the local companies as well as national ones prior to approvals.

The motion was seconded and approved, marking Smart Communications Holding as the No. 1 option.

However, Galo said that the public has the right to know about the proceedings regarding RFPs and similar items. Both he and Commissioner Jesse Gonzalez agreed that moving forward, a public hearing would help awareness of opportunities in the county to hopefully lead to future situations with Webb County businesses being more involved.
